Description:

Dr. Wily is the main villain of the MegaMan series, always creating robots in order to defeat his arch enemy, MegaMan. He's always defeated by MegaMan, no matter what the situation is. Even with ProtoMan once at his side as well as Bass, MegaMan was still able to defeat him. Dr. Wily still continues to build robots, hoping one day that one of them will finally be able to defeat MegaMan.

Entrance:

Dr. Wily will be seen standing next to a pod with a skull face on the front of it. He'll then jump inside and start up the pod, it then extends out four legs that raise it off of the ground and giving it a neutral stance.

#2: I'm not about to lose to the likes of you!

#3: I don't need my robot masters for such an easy task!

#4: Give in fool, you stand no chance against my genius!

Against Tron Bonne: Hahahahhaa! Well well little girl, let's see whose technology is superior!

Against Zero: What? You? No…it's not possible!

Against Sentinel: You will serve as perfect scrap metal for my new creations!

Against Frank West: Fool! Your average weapons are no match for that of my own!

Swirling Orb (Qcf + L) (90,000)

From one of the cannons on the shoulder of the capsule will launch a swirling orb forward, the orb not capable of breaking other projectiles, but rather moves in a much more tricky pattern, moving in a circular pattern across the screen.

Spinning Yo-Yo Blade (Qcf + M) (100,000)

One of the cannons on the shoulder of the capsule will shoot out a spinning blade attached to a powerful string. The blade will strike low to the ground and do damage on both attacking and returning.

Skull Vulcan (Qcf + H) (120,000)

A Vulcan gun will sprout out of the Skull's mouth, the guns doing damage to the opponent that's in front of Dr. Wily. The attack can break through fireballs such as hadokens, and is also capable of tripping up the opponent when it comes to larger enemies like Sentinel and Hulk.

Fire Comet (Dp + L) (100,000)

Dr. Wily will launch a fireball up into the air, the fireball then rains down from above on the opponent. If the attack hits the opponent, it'll explode the opponent in a fireball, while it'll cause a small fire shockwave outward upon hitting the ground. Standing block cannot block the attack.

Ice Comet (Dp + M) (85,000)

Dr. Wily will launch an iceball up into the air, the attack then splitting into ice shards upon flying off-screen as the shards rain down on the opponent. Standing block cannot block this attack.

Electricity Comet (Dp + H) (95,000)

Dr. Wily will launch a ball of electricity up into the air, the attack coming down like a Lightningbolt from the sky. The lightning will send a shockwave of electricity across the ground upon ground contact.

Skull Tornado (Hcb + A) (100,000 – 150,000)

Dr. Wily will use a wire frame to entrap the opponent. The capsule will then float over the frame as it takes it up into the air, spinning around very fast as it brings the opponent crashing into the ground. This is Dr. Wily's command grab.

Wily Archive (Icicle Freeze) (Dpb + L) (35,000 per hit)

Dr. Wily will summon forth a Wily archive that will use freezeman's freeze laser, which will bounce off the wall several times before disappearing. This attack can be broken with powerful projectiles like Uni Beam and Electromagnetic Disruptor.

Wily Archive (Electric Tower) (50,000 per hit)

Dr. Wily will summon forth a Wily archive that will use ElecMan's electro shock, sending out electric shocks both in horizontal and vertical directions. This attack can be reflected to destroy the Wily archive and damage Dr. Wily.

Wily Archive (Fire Storm) (70,000 per hit)

Dr. Wily will summon forth a Wily Archive using HeatMan's flame attack. It'll shoot fire onto the ground which will explode forward in an upward shockwave.

Arc Shot (In the air Qcf + A) (80,000)

From the air, Dr. Wily will launch an energy orb in an arc in a downward arc onto opponents. The steepness of the angle of the attack depends on the attack button used.

Skull Spin (In the air Qcb + A) (100,000)

An aerial spinning attack, this attack can nullify all projectiles, and is also capable of causing a powerful ground bounce.

Teleport (Down + Down + A)

Dr. Wily will teleport his capsule around the stage. The attack button used will determine where Dr. Wily will pop up.

Flight Mode (Qcb + S)

Dr. Wily will activate the flight mode of his capsule. The flight mode will last for 5 seconds in total.

Hyper Combos

Death Sight (Qcf+ AA) (300,000)

Dr. Wily will activate the full power capabilities of his capsule's energy sight, firing off a giant energy beam that'll go the entire length of the screen. The power of the blast can't be aimed but is stronger/has more priority than that of a Shinkuu Hadoken.

Spark Uprising (Dp + AA) (320,000)

Dr. Wily will charge up lethal amounts of electricity in his capsule's legs and the electric engine within the capsule, then exploding it outward along the ground, the electricity of the attack rising upward on both sides of the machine. All projectiles have no power against this attack's electricity.

Level 3: Twin Devils (Qcb + AA) (440,000)

Activated using a Wily Archive that has the power to freeze time, The green devil and the yellow devil will appear on both sides of the screen. The devils will then begin to switch positions on the screen piece by piece, the pieces damaging the opponent as they reassemble. They'll both then attack the opponent at the same time once they've reassembled, ending the hyper combo with a powerful smash grab.

Victory Pose:

The capsule will activate its flight mode, hovering off the ground as the glass overshield opens up and Wily stands up in his machine, giving off a small victory pose.

Victory Quotes:

#1: That wasn't even worth the effort!

#2: I didn't even need the robot masters for such an easy fight!

#3: Nothing is a match for my genius…NOTHING!

#4: You're nothing compared to me…

Against Tron Bonne: Your little robots have nothing on the power of my machinery!

I hereby give Capcom full rights over this moveset and are welcome to use this in any way/shape/form that they desire.
The infamous Dr. Wily of the Classic MegaMan is here to cause chaos for our heroes here in Ultimate Marvel vs. Capcom 3.

Dr. Wily creates a zone-warping device that allows him to travel between dimensions, travelling to the dimension of UMVC3 with MegaMan, ProtoMan and Bass not too far behind him. He then takes over a Sentinel storing factory and reprograms the robots to work for him, causing mayhem throughout New York for the heroes and the other villains like himself.

ENOUGH WITH MEGAMAN! WE DEMAND WILY!

If Chris and Wesker were added due to their connection, Dr Wily and Zero shold be added in more games because they have a connection. And Wily's theme should be, of course, "Dr Wily's Castle" from Megaman 2

Hmm OK... Why does he have a special intro for Frank? I wonder what's the connection here.

So this attack sends electricity on the ground? Like, Blanka's Shout of Earth Ultra in SSFIV?

I dunno, how does this hyper activated? Does this move can be activated anywhere to hit the enemy, like Magneto's Gravity Squeeze?

Frank gets a special intro line due to he uses any weapon he can get his hands on, and Dr. Wily admires that skill.

Ice Comet can't be blocked by standing block because it's an overhead attack. Kind of like Standing block can't block Dante's Helm Breaker.

Spark Uprising sends electricity through the ground that rises up in waves.

Twin Devils is activated within a certain area in front of Wily using the Time-Freezing Wily Archive.

Well, usually projectiles cannot hit high or low... They can be blocked either way. Physical attacks, however, can have either "high" or "low" properties.

Now hold on there. I certainly would have liked Wily or some form of Megaman in UMVC3. Let me ask you something. Do you know anything about Rocket's character at all? The dude is a pretty kickass Marvel character, very gruff, no nonsense type. I just don't like it when people rage over a character that they know nothing about. When Amaterasu was revealed back in MVC3, there was such a shit storm, with people saying things like, "What the hell is this wolf doing here?" I can guarantee you 90% of the people who complained about here knew nothing of her or even heard of Okami. You're entitled to your own opinion, I get that, but I honestly hope you know at least something about Rocket, as in a reason for not wanting him in the game, instead of just him being "silly" or "stupid" looking.

I'm not dissing the character. I'm just saying how can he have a spot in the roster when not even Wily or Megaman could not? there is no excuse for not having either characters, especially when they are such icons.

Don't think I'm hating, because I am not. And just so you know, everytime there was a new character in the roster I didn't know, I was on Marvel's universe Wiki the next minute trying to learn something about him/her/it. So all I was saying was that Wily would have been great, especially with the moveset I saw.
