Bass Buster (Qcf + L) (90,000)

Bass will launch a quick burst of machine gun fire from his hands, causing decent damage to the opponent caught in the way of the attack. This attack can break through weak projectiles like Anki-Lou and Phoenix Wright's papers.

Cannon Blast (Qcf + M) (110,000)

A short-range Cannon blast that Bass will initiate once he pulls out his cannon. This can destroy other projectiles as well as cause a wall bounce on the opponent if they're close enough to the wall.

Falzar Storm (Qcf + H) (120,000)

Bass will summon forth a Falzar head on his gauntlet, launching forward a spinning tornado, causing a wall bounce on the opponent if the opponent is close enough to Bass when the attack is used. This can blow through weak projectiles and even reflect some fireballs if the attack is timed right.

Shockwave Strike (Dp + A) (85,000 – 100,000)

Bass will pull out a pickaxe, then smashing it into the ground and cause a shockwave to travel across the ground. This attack will continue to go across the ground until it goes off-screen, even if it hits the opponent. This attack can also hit opponents lying on the ground. This attacks' speed and power all depend on the attack button used in the input.

Dark Thunder (Qcb + L) (100,000)

Bass will launch forward a ball of dark lightning at the opponent, travelling slowly until it hits the opponent, then exploding and branching out in four directions. If this projectile comes into contact with another projectile, it will explode outward upon contact with said projectile. This projectile cannot be reflected.

Golem Hit (Qcb + M) (110,000)

Bass will summon a rock fist to slam down from the air, slamming into the opponent to cause an OTG Bounce. This attack can also strike opponents that are already on the ground, causing an OTG bounce and continue combos.

Hell's Rolling (Qcb + H) (80,000-120,000)

Bass will throw out a dark energy wheel which will spin across the ground, going faster the farther it goes across the screen, also doing more damage the farther away the opponent is from Bass.EXE.

Chaos Meteor (Dpb + A) (85,000)

Bass' Field control special. He'll launch down meteors from the sky above, which will come crashing down into the area on the screen in which Bass summoned it to. The attack can either be right in front of you (L) the middle of the screen (M) or on the far side of the screen (H)

Buster Rake (In the air Qcf + L) (90,000)

An aerial version of the Bass Buster, Bass will shoot down on opponents that're on the ground, doing the same amount of damage that the ground version of this attack does.

Bug Bomb (In the air Qcf + M) (95,000)

Bass will throw down a bug bomb, exploding upon contact with the ground or the opponent. This attack can also OTG opponents if they're already on the ground.

Breath of Gregar (In the air Qcf + H) (100,000)

Using a powerful flamethrower, Bass will incinerate his enemies in a wave of fire. This attack can cause a powerful OTG bounce, being one of the useful keys into putting together Infinite combos.

Darkness Dash (Charge back + Forward + A) (120,000)

Using the Dash battle chip, Bass will dash across the screen, leaving Dark energy behind him as he does so. This can break through projectiles as well as even cause a wall bounce if the opponent is close enough to the wall.

Area Steal (Down + Down + A) (Teleport)

Bass' teleport attack, he can either teleport to the left side of the screen (L) the middle of the screen (M) or the right side of the screen (H)

Dark Aura (Down + Down + S) (Protection)

Using up half a hyper bar in order to use, this attack can protect Bass from one melee attack and up to 2 projectile attacks. This is a useful key for snuffing out corner campers and giving Bass a chance to breath. Hyper combos will instantly end this ability, even if Bass blocks the attack.

Air Shoes (Flight) (Qcb + S)

Bass will be able to fly in the air, lasting for a total of 5 seconds.

Gospel Cannon (Qcf + AA) (290,000)

Summoning a purple Greggar helm on his arm, Bass.EXE will shoot out a large beam across the screen that will cause the screen to flash white as it's fired. This attack can also be used in the air, but is not aimable and can only go in a straight line across the screen.

Dark Invis (Down + Down + AA) (Power-Up)

Bass will activate his dark powers, the orange on his armor transforming into deep purple as he gains the access to new powerful moves. The Dark cannon, dark Vulcan, dark drill, dark Circle and Dark meteor are all useable in this form.

Dark Cannon = Qcf + L
Dark Vulcan = Qcf + M
Dark Drill = Qcf + H
Dark Circle = Qcb + A
Dark Meteor = Dp + A

Bass Another (Qcb + AA) (265,000)

Bass will throw out 8 Hell's rolling wheels at super speed, causing a ton of damage to whoever is caught in the way. If the attack is used in the air, the wheels will quickly fall to the ground and roll along until they reach the other side of the screen.

Level 3: Darkness Overload (Dp + AA) (450,000)

This hyper combo is started by an area burst, Bass.EXE will fly upward and throws a giant dark ball of energy onto the opponent, causing a lot of damage as the opponent alights on fire. Bass will then quickly fly down onto the ground, then shooting a giant beam of dark energy that'll engulf the enemy, the screen then going white as the hyper combo ends.

Victory Pose:

Bass.EXE will turn his back to the opponent, his eye gleaming red before he teleports away.

I hereby give Capcom full rights over this moveset and are welcome to use this in any way/shape/form that they desire.
Here's a character I'd give a leg and an arm for to get him in the game, the Net navi from the MegaMan Battle Network, Bass.EXE. This character sports a wide spread moveset like that of Dante, but has less than average health due to his rushdown/complete control style. You need to have full control of the match with Bass.EXE to be really successful in a match, for he can't take damage very well.

Oh, I remembered.
A good quote to put on Bass when he's up against mutants from Marvel (Ex.: Wolverine, Storm, Phoenix, etc.) would be something like "Mutant or not, a human is still a human."
You see, Bass hates humans....A LOT.....
